Anyone else notice that Cap and Tax was a dead bill until the mysterious explosion and fire, now it's back?

Obama did nothing to aid in the clean up for nearly 2 months. Has yet to suspend the Jones Act I believe refused the immediate offer of assistance from other countries, meanwhile a simple leak has now turned into a huge environmental problem. Just a coincidence?Anyone else notice that Cap and Tax was a dead bill until the mysterious explosion and fire, now it's back?Obama's mantra: Never let a good crisis go to waste.
