These are the major steps to solving an environmental problem.
1. Scientific Data Gathering: obtaining background information; collecting data on the problem;
analyzing the data and creating a model for prediction of future events
2. Risk Assessment: analyzing the potential effects of intervention; which course should be taken?
Would there be any adverse effects?
3. Public Awareness: explaining the problem and presenting all alternatives; what are the possible
costs and the predicted results of each choice?
4. Government Action: recommending the course of action should elected officials take? How soon
should intervention take place?
5.
