I'd call the Health Department, %26amp; give them his name, address, exactly what he's doing, and whatever else they need from you.
Do you have access to a video camera? Or, even a still camera? ... If you can *show* whoever you report him to --(IF that is necessary)-- that what you say is *fact*, rather than just your over-reaction, and --specifically-- if you can get close-ups (or they can be made from what you take), the authorities will likely be much quicker to act, %26amp; the results will likely be better.
